In my despatch No.5 of Jamiary 3rd I had

the honour to transmit to Your Lordship advance

coples of the Report of the United States Philippine

Commission to the Secretary of War (Part 1).

I have now the honour to transmit copies of

this work in its complete form and also copies of the

second part of this report.

The second volume contains reports of the

Acting Chief of the Forestry Bureau and also of the

Special Agent of the Forestry Bureau sent to inves-

tigate Gutta-percha and rubber in the Straits Set-

tlements, Java and Sumatra,

The report of the Chief of the Mining Bu-

reau on the Mineral Wealth of the islands is also of

interest.

and Resolutions passed by the United States Philip-
